Christian Leffler, Managing Director for the Americas of the European External Action Service, said that the agreement’s goal was to help the two parties better understand their differences and establish a road-map based on compromise. The first round of political dialogue and co-operation between Cuba and the EU was held in Havana last April, at which the two sides agreed on a negotiation agenda and the agreement’s basic structure. Earlier Cuba had agreed to resume talks with the EU, in a bid to normalise their relations after a decade of freezing.
