The declaration was issued just a few hours after at least 14 people were killed and 90 wounded in an explosion at the Mansoura police headquarters, north of Cairo. The majority of victims were policemen and it was likely a car bombing. The powerful explosion broke windows of surrounding buildings within a 20 km radius. Egyptian officials accused the Muslim Brotherhood of funding and training gunmen who conduct attacks targeting security forces in the Sinai Peninsula. The Muslim Brotherhood has issued no response to Prime Minister Beblawi’s declaration.
