EU foreign policy chief Josep Borrell told an EU defence ministers' meeting in Brussels that defence cooperation coupled with increased spending is the only way to ensure Europe has forces capable of responding to any crisis.

The decision was unanimously agreed upon by 27 EU member states as the conflict in Ukraine is posing security and defense challenges for Europe.
