Germany has taken in more than 1.3 million migrants and refugees since 2015 and is now trying to make it tougher for these people to get in or be allowed to stay in Germany.

The EU currently has an agreement allowing the return of asylum seekers only with Turkey. If approved, the proposal could enable transfers to other places.

The EU’s existing human rights laws say asylum seekers awaiting a ruling on their case can only be deported to countries that meet certain conditions, including safety from threats and persecution, humane living conditions, and at least partial access to medical care, education, and the labor market.
