In a quarterly report released Monday, Yukiya Amano, director-general of the International Atomic Energy Agency, said North Korea is building a pilot light-water reactor in Yongbyon.
He said a five-megawatt reactor at the Yongbyon nuclear complex that has produced plutonium for North Korea’s nuclear program appeared to have been shut down since early December.
American experts said North Korea can produce 2 to 3 nuclear weapons a year, forecasting the possible complete shutdown of the Yongbyon complex.
