This is part of the framework deal between Iran and the International Atomic Energy Agency (IAEA) last November. The two sides agreed on 6 steps that Iran has to implement before February 11. In the first phase, UN experts inspected the heavy water nuclear reactor in Arak on December 8, 2013. Western countries are concerned that plutonium produced by Arak plant can be used to make a nuclear bomb. Negotiations with Iran will take place in parallel with talks between Iran and the P5+1 to ensure transparency in Iran’s nuclear activities.
The EU has announced it will lift sanctions on Iran on January 20 when it receives a guarantee that Tehran begins to limit its nuclear program as agreed.
