Hue told JICA Vice President Kenichi Tomiyoshi on Thursday that the research provides policy consultations for Vietnam to carry out these two important tasks successfully, which are among the top priorities for Vietnam in the coming 5 years, alongside addressing bad debts, managing state budget collection and spending, and ensuring public debt safety.
Tomiyoshi proposed ways to restructure enterprises, address bad debt, and deal with weak commercial banks by 2020. JICA is able to help Vietnam fine-tune its legal framework on addressing bad debt and poorly-performing credit organizations. It will suggest policy development loans for the Vietnamese government and assist Vietnam in improving the operation of the capital market and large state-owned enterprises by using loans provided by strategic investors or Japanese banks.
