NA discusses land-related complaints and denunciations

(VOVworld) – NA deputies today discussed the implementation of laws and policies on land-related complaints and denunciations. According to statistics, 70 percent of all complaints every year are related to land disputes and denunciations.

The deputies agreed that complaints are due to inadequate policies on land prices and inconsistent laws on resolving the complaints. And people’s understanding of the laws is still limited. Some take advantage of the right of complaint and denunciation to draw in many people to pressure State agencies. Deputies suggested clarifying land policies, making some amendments to the Land Law, and balancing the interests of the State, land users, and those whose land is confiscated. They agreed that there should be uniform policies regarding compensation and support in terms of employment, services and resettlement land for those whose land is confiscated. Tran Van Tan is a NA Deputy from Tien Giang province: "Land prices should be decided by the State in line with the market mechanism. State management should be reinforced in land planning and use. Land which is used ineffectively or for improper purposes should be reclaimed. Any violation of land law or case of corruption needs to be severely punished. Land acquisition, compensation, and resettlement support should be democratic, transparent, and realistic".
Minister of Natural Resources and Environment Nguyen Minh Quang suggested that the Land Law and related documents be amended: “In the next session, we will submit to the NA a draft of the revised 1993 Land Law. We need to establish database on land management. It’s essential we can successfully settle disputes and petitions at grassroots level before taking them higher. Information campaigns on the Land Law for land users also need to be stepped up.”
The deputies asked agencies to expand communications to encourage people to obey land policies and law. The NA should issue a resolution on implementing laws on land related complaints and denunciations.
