(VOVworld) – Closing the 10
th plenum of the 11
th Party Central Committee, Party leader Nguyen Phu Trong underscored the necessity of cutting down the number of civil servants and attracting talented people to work for the government and state agencies. This conclusion has been widely supported. Tran Anh Tuan, Deputy Director of HCM City Centre for Human Resource Forecast and Labor Information, said this is the correct orientation for creating an effective workforce for the state apparatus:
"The Party and State guidelines and policies regarding personnel downsizing to enhance state management capacity are of great importance. As the Party and State reorganize the state apparatus, civil servants are asked to improve their capacity to meet more complex demands."

Truong Minh Vu who resides in Ho Chi Minh City’s Tan Binh district told VOV: "I agree with conclusions reached at the just-concluded Party Central Committee’s meeting which call for more policies to attract talented people, including overseas Vietnamese, to the auxiliary industry, healthcare, and science, to contribute to national development. Personnel downsizing, which has been debated for quite a long time but not yet realized, is also very important."
Huynh Ba Linh, a Party member in Khanh Vinh district, Khanh Hoa province, said: "State employees must be capable of performing assigned tasks. They should be assigned work that best exploits their strengths."
