At a forum in Washington on Tuesday, Korea’s Second Deputy Foreign Minister Cho Hyun emphasized the need for dialogue with North Korea, noting that there are two types – one aimed at the North's denuclearization and the other at easing cross-border military tensions and addressing humanitarian issues.
