The main purpose of the report is to help the government build policies and action plans, particularly in meeting growth targets, reducing poverty, and attaining global integration objectives. The report points out state budget revenue, expenditure, and loan trends, based on analysis and review of Vietnam’s deficit spending and public debt management between 2010 and 2015.

The report provides recommendations for policy reform and public financial management in the short, medium, and long term. It also recommends appropriate support for the poor and measures to ensure that the economic growth of Vietnam will be equitably distributed.
