Ukrainian President proposes self-governing status for eastern regions

(VOVworld) – Ukrainian President Petro Poroshenko has proposed a bill on granting special self-governing status for the next 3 years for Donetsk and Lugansk to the Ukrainian Parliament, paving the way for Ukraine’s decentralization.

The bill includes offering amnesties for anti-government protesters, using Russian as an official language, and holding elections on November 9. The bill indicates that co-operation between the autonomous regions with Kiev will be made through agreements, while the Ukrainian government will help improve the two regions’ socio-economic development and restore their industries, transportation, and social infrastructure.
Poroshenko has urged Ukrainian parliamentarians to promptly pass his bill in order to end the 5-month conflict in eastern Ukraine which has killed at least 3,100 people and left some half of million people homeless. Poroshenko said that the bill still guaranteed “Ukraine’s territorial integrity, sovereignty, and independence.”
