Some countries will make non-military contributions including humanitarian assistance. US Defense Secretary Ashton Carter introduced a combat map against IS.
The coalition targets to retake big cities including Mosul in Iraq and Raqqa in Syria. French Defence Minister Jean-Yves Le Drian agreed with the plan and said the coalition should work closely with local forces to fight IS on the ground.
