The inauguration ceremony was attended by Vietnam’s Defense Minister Ngo Xuan Lich and his Chinese counterpart Wei Fenghe who led a delegation of the Chinese People's Liberation Army to attend the exchange program in Cao Bang province on Tuesday.

The two officials also attended a ceremony marking 5 years of friendship between the Phuc Hoa and the Longzhou districts in the Guangxi Zhuang Autonomous Region of China.

They were in audience for a joint exercise on disaster and disease relief, and also took part in  a seminar and a special art program.
