Themed "Solidarity-Democracy-Creativity-Cooperation-Development", the Congress will set out three groundbreaking tasks: Innovating methods of gathering and uniting farmers, developing the collective economy and improving the qualifications of farmers.

The congress will discuss seven tasks and solutions in the 2023-2028 term. They include building a clean and strong Vietnam Farmers' Union; building civilized and comprehensively developed Vietnamese farmers; promoting the central and mastering role of farmers in agricultural development, rural economy and new rural building; boosting service, consulting, and support for farmers to develop production and business.
