No organization has claimed responsibility for the incident, but Afghan officials have blamed Taliban militants for bomb explosions in recent months.
Tens of thousands of people have died and millions have had to flee their homes as a result of fighting in Afghanistan over the last 20 years.
Negotiations between the Afghan government and the Taliban, despite help from the international community, have made little progress.
