The draft was shortened to 28 pages from 48 pages. Mr. Fabius said despite much progress, there remain differences in responsibilities between the Northern and Southern poles, finance and effort to reduce greenhouse gas emissions.
Non-governmental organizations showed their discontent at the draft, saying it does not meet the expectation. Romain Benicchio from Oxfarm said the deal does not change much in dealing with great challenges and donation for the most vulnerable countries to climate change is not clearly pointed out. Jenifer Morgan from the World Resources Institute said important issues remain unsolved.
