The government report touched upon shortcomings in planning activities in past years, which have caused difficulties for the management of socio-economic development at all levels, the wastefulness of national resources, and have had impacts on the eco-environment, and caused obstruction for investment and trading.
Phan Xuan Dung, the Chairman of the NA Committee for Science, Technology, and Environment, said: “This law is like a revolution in planning work. It has been prepared thoroughly and for a long time. I want to focus on the urgency of issuing such a law. The Law on master-plans is a law for setting orientations which should be clarified in the adjustment.”
Most deputies said a national master-planning was a step towards concretizing the national strategy on socio-economic development across Vietnam and the link between a strategy and a plan. This will ensure the unity and comprehensiveness of the national planning system, increase links between plans, and overcome the contradictions between regional planning and provincial planning.
