Parliamentarian Tarek al-Djourouchi said 66 of the 76 MPs present approved the draft, under which a High State Council will be set up, which will include representatives of both the House and the General National Congress (GNC).

The draft includes several proposals relating to the number of seats reserved in the High State Council for the GNC, the Council’s jurisdiction, and name, and the location of the body’s headquarters.

HoR members suggested the council’s name be changed to the State Consultation Council, that 45 of its 120 seats be reserved for the GNC, that it be located in Sabha, south Libya, and that its power be reduced.
