The meeting between the two leaders had been agreed at the G20 summit in Turkey on November 16, just over a week before Ankara shot down one of Moscow's warplanes at the Syrian border. The incident led to a series of Moscow’s sanctions on Ankara.
Russian President Vladimir Putin earlier refused to meet Turkish President Recep Tayyip Erdogan in Paris during the Climate Change Conference (COP21). So far, both sides only met on the margin of a meeting of the Organization for Security and Cooperation in Europe in Belgrade, Serbia. Turkey refused to apologize for the downing of the Russian Sukhoi Su-24M bomber aircraft.
Also on Monday, Russia’s oil and gas firm Chernomorneftegaz reported an unidentified commercial ship flying the Turkish flag did not give way to the Russian cross-running convoy towing oil rigs in the Black Sea. The firm said the Turkish vessel acted in breach of international regulations of forestalling a collision of ships and agreed standards of maritime traffic.
