(VOVworld) - Russia officially submitted to the UN Security Council a draft resolution on Ukraine in a closed-door meeting on Monday. The resolution demands an immediate end to military action and calls on all parties to abide by the International Humanitarian Law and create safe corridors to evacuate civilians and provide aid to areas affected by the conflict. The resolution also asks both sides to implement the April 17 Geneva Statement and the roadmap of the Organization for Security and Co-operation in Europe (OSCE). Mark Liall Grant, Permanent Representative of the UK Mission to the UN, said that the humanitarian resolution is not appropriate because this is a political and security crisis. Britain asked Russia to add to the resolution territorial integrity and non-interference in Ukraine’s internal affairs. Russian Ambassador to the UN Vitaly Churkin said the UN Security Council will continue to discuss the resolution after member countries receive instructions from their governments. But Churkin predicted that the debate will be tough. The same day, the Russian Foreign Ministry issued a statement saying that the Ukrainian government committed a crime against their own people by conducting an air raid in Lugansk on Monday that killed at least 5 people, a violation of the April 17 Geneva Agreement.
