Hang said countries commonly restructure to align their state apparatus with its functions and duties in a new era. Streamlining the state apparatus for increased efficiency and capacity was first suggested in 2017, then implemented with a carefully prepared roadmap.
Vietnam has introduced regulations simplifying investment procedures to make it easier for foreign firms to establish long-term operations in the country, Hang said.

Asked whether Vietnam could become an intermediary for negotiations to resolve the Russia-Ukraine conflict, Hang said: “Vietnam is willing to join international efforts to promote dialogue and seek peaceful solutions to end the conflict. Vietnam supports the international community's mediation efforts aimed at finding lasting peaceful solutions to the conflict, ensuring the involvement of all relevant parties in accordance with international law and the United Nations Charter.”
