Important foundation for national development in new era

(VOVWORLD) - The 9th extraordinary session of the 15th National Assembly closed on Wednesday after completing many urgent agenda items which will make it possible for Vietnam to achieve its development goals this year and beyond.

At this session, the National Assembly passed several laws and resolutions on state personnel work and the state apparatus along with policies aimed at resolving economic bottlenecks.

Fine tuning the organization and building an effective, efficient apparatus

The National Assembly’s adoption of laws and resolutions and re-organization of streamlining of the apparatus of the National Assembly and Government will ensure that agencies and organizations will work more effectively and efficiently, serving Vietnam's sustainable development.

Deputy Tran Quoc Tuan of Tra Vinh province said: “The amendments to the laws and resolutions address three urgent needs. It serves the reorganization and streamlining of the political apparatus to ensure unity and efficiency from the central level to the grassroots. The laws were revised to promote the decentralization and delegation of power in order to remove obstacles and bottlenecks in legal institutions while effectively advancing resources for national socio-economic development, Lastly, the laws were revised to promote innovative thinking in law-building.”

Deputy Trinh Xuan An of Dong Nai province said: “If we consider law-building and institution building is part of the efforts to remove obstacles, we on the right track to create a foundation to reach a new stage of development.”

The deputies expect a more effective and efficient operation of the National Assembly and state apparatus through streamlining and strengthened decentralization and delegation of power.

Deputy Dang Bich Ngoc of Hoa Binh province said: “As soon as the Resolution on the organization and structure of the National Assembly and the Government takes effect, both the National Assembly and the Government will introduce their restructured agencies. Following this, localities will also restructure their organizations in line with the principles of streamlining.”

Deputy Ta Van Ha of Quang Nam province said: “There will be fewer agencies, but functions and tasks remain requiring us to assign and clearly define tasks and functions for each and every agency. Competent cadres will be selected to effectively manage the work and meet the requirements.”

The restructuring of the State apparatus is consistent with the requirements of the new era and will contribute to perfecting the Vietnamese socialist state governed by law.

Creating a premise for socio-economic development goals

At the 9th extraordinary session, the National Assembly passed a supplementary Resolution on socio-economic development in 2025 setting a growth target of 8% or higher, and a Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities. It aims to unlock resources, attract investment, mobilize investment capital from the society, creating new development space for the economy and society, and elevate Vietnam to a higher stage of development and integration.

Deputy Ly Tiet Hanh of Binh Dinh province said: “The Government has developed an 8% growth scenario with specific and breakthrough actions. The National Assembly is determined to quickly improve institutions to create a legal framework for sustainable development in the new period. We see a high degree political determination to achieve growth goals in 2025 and beyond.”

Deputy Hoang Van Cuong of Hanoi said: “The aspiration to create breakthroughs in science and technology will be realized thanks to the Party's Resolution and actions. The Resolution has removed institutional bottlenecks and will greatly motivate scientific and technological research. Science and technology will drive national development.”

The National Assembly also passed several important Resolutions on investment and development of the Ninh Thuan nuclear power plant project, the Lao Cai-Hanoi-Hai Phong railway project, and the urban railway networks in Hanoi and Ho Chi Minh City. These projects will ensure national energy security and strengthen connections between localities.
