Legislators discussed educational philosophy, regulations to improve the education system, the curriculum, the high school graduation exam, and regulations on teachers and students, as well as investment, finance, and management in education.

"The policy on free education for 5-year-old children and primary school children shows the State’s responsibility for compulsory and universal education. Under the revised law, students in public primary schools are not required to pay any fee, and students in private primary schools in areas that lack a public school are eligible for State grants. Also, 5-year-old pupils in disadvantaged and remote areas are not required to pay any tuition," said Phan Thanh Binh, Chairman of the NA Committee for Culture, Education, Youth and Children. 

Deputies said standards must be set for preschool teachers, who need to be equipped with certain skills to take care of children. Dang Thi Phuong Thao, a deputy for Nam Dinh province, said: "Preschool teachers in most developed countries are required to have university and postgraduate qualifications. In some countries, only pedagogical students verified to be qualified to work with children can go to work. It’s important to raise the standards for preschool teachers to be on a par with other countries."

Deputies discussed the report on a draft Law on Architecture delivered by Chairman of the NA Committee for Science, Technology and Environment Phan Xuan Dung.
