(VOVWORLD) -National Assembly Chairman Tran Thanh Man said on Wednesday that special attention is being paid to collecting public opinions on amending the Constitution from May 6 to June 5 and urged the Government together with the Vietnam Fatherland Front to conduct it scientifically, democratically, practically, openly and transparently.

Mr. Man delivered a thematic report on Constitutional and legal reforms, and orientations for the elections of deputies to the 16th NA and People’s Councils at all levels for the 2026-2031 tenure at the national conference in Hanoi on Wednesday to disseminate the Resolution adopted by the 11th plenum of the 13th Party Central Committee,
“Because the amendment will involve only eight out of 120 articles of the 2013 Constitution, the National Assembly Standing Committee will submit to the National Assembly a Resolution of the National Assembly, similar to what was done in Constitution revisions in 1988, 1989 and 2001. Special attention will be paid to collecting public opinions on the amendment of the Constitution according to the Law on Democracy at the Grassroots Level.”

The top legislator said that the National Assembly will amend Law on Organization of Local Government, Law on Election of National Assembly Deputies and People's Council Deputies, Law on Organization of People's Courts, Law on Organization of People's Procuracies, Law on Organization of Criminal Investigation Agencies, Law on Cadres and Civil Servants, Law on Promulgation of Legal Documents and Laws on Proceedings, Law on Handling of Administrative Violations, among others.
The amendment of the Constitution and related laws and resolutions must be completed before June 30, 2025 and take effect from July 1, 2025.
Chairman Man said that the election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is scheduled to be Sunday, March 15, 2026. On April 6, 2026, the new National Assembly will hold its first session. The number of deputies is expected to be 500, of whom full-time deputies will account for at least 40%.
