The remaining five localities - Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, and Ba Ria-Vung Tau - have not established Steering Committees because they no longer have any temporary or dilapidated houses.

Nationwide, over 100,600 temporary and dilapidated houses have been eliminated. Many localities are on track to complete this process ahead of the scheduled deadline of December 31, 2025.
Seven localities are set to complete their work in the second quarter of 2025, including Lao Cai, Thai Nguyen, Khanh Hoa, Binh Thuan, Kon Tum, Tay Ninh, and Long An. Meanwhile, the localities scheduled to finish in the third quarter include Ha Giang, Tuyen Quang, Thai Binh, Nghe An, Quang Binh, Thua Thien Hue, Da Nang, Gia Lai, Tien Giang, Can Tho, Soc Trang, and Ca Mau.
Various innovative approaches have been implemented, such as Ha Giang providing clean land and temporary housing for households before construction begins, as well as mobilizing youth groups to assist in upgrading homes. Tuyen Quang has advanced funds to households to support house construction.
