In his opening remarks, PM Chinh highlighted the rapidly changing global and regional landscape, stressing that countries must adapt quickly and effectively.
The Prime Minister called on state-owned enterprises to continue playing a pivotal role as a driving force in Vietnam’s socio-economic development, urging them to work alongside the private sector to accelerate progress and drive breakthroughs to build an independent and self-reliant economy. By harnessing internal strengths, Vietnam aims for rapid, sustainable, and prosperous development, said the PM.

"SMEs need to take the lead in innovation and digital transformation as well as development and application of science and technology, actively contribute to the three strategic breakthroughs in institution, infrastructure, and human resource enhancement, and drive effective development to foster inclusive and comprehensive growth. SMEs also need to lead the expansion of the digital economy, green economy, circular economy, sharing economy, knowledge economy, and creative economy," said PM Chinh.
He asked the SMEs to be the vanguard in ensuring welfare initiatives, particularly eliminating temporary and dilapidated houses and expanding social housing for workers. SMEs were also urged to produce "Made in Vietnam" goods with high added value, engage in global supply and production chains, and enhancing the country’s competitiveness and brands globally.
Prime Minister Pham Minh Chinh said Vietnam aims to achieve a GDP growth rate of 8% in 2025, creating momentum for potential double-digit growth in subsequent years.
