French President Emmanuel Macron said he is not preparing to send combat ground troops to the front, and proposed “sending experts or even a limited number of troops beyond any conflict zone to support Ukrainians and demonstrate solidarity.”

British Prime Minister Keir Starmer said the UK is ready and willing to send British troops to Ukraine to help guarantee its security, but noted, "I'm prepared to commit British forces on the ground alongside others if there is a lasting peace agreement. But there must be a US back stop because a US security guarantee is the only way to effectively deter Russia from attacking Ukraine again."

Meanwhile, German Chancellor Olaf Scholz argued that it is "inappropriate" to discuss sending troops to Ukraine, as Ukraine itself had yet been consulted on the matter. Dutch Prime Minister Dick Schoof said Europe need to reach a consensus on what it can realistically contribute, while Poland and Slovakia have openly opposed to sending troops to Ukraine.
